Warning & Ban System

1. Purpose and Enforcement Philosophy

ReelCiety’s enforcement framework is designed to balance user expression, safety, and legal compliance. The Warning & Ban System exists to:

• Deter harmful, abusive, or unlawful behavior
• Protect users from repeated or severe misconduct
• Provide clear notice and escalation pathways
• Reduce arbitrary or inconsistent enforcement
• Protect Nexa-Group from liability, regulatory risk, and reputational harm

Enforcement actions are based on the nature, severity, frequency, and impact of violations, not on popularity, influence, or commercial status.

2. Scope of Application

This system applies to all ReelCiety users, including:

• Individual users and creators
• Verified and unverified accounts
• Brands, organizations, and media entities
• Public figures and private individuals

No user is exempt from enforcement due to status, reach, or affiliation.

3. Categories of Violations

Violations are evaluated and classified into categories to ensure proportional enforcement:

• Minor Violations: Low-risk issues such as spam-like behavior, metadata abuse, or accidental guideline breaches.
• Moderate Violations: Harassment, hate-adjacent speech, misleading content, or repeated minor violations.
• Severe Violations: Threats, violent advocacy, exploitation, serious harassment, or coordinated abuse.
• Critical Violations: Child exploitation, terrorism, credible violence threats, fraud, or illegal activity.

4. Warning Levels and Enforcement Actions

ReelCiety employs a graduated enforcement ladder, which may include:

• Educational Notice: Informational guidance without penalty.
• Formal Warning: Recorded policy warning visible to the account.
• Feature Restrictions: Limits on posting, commenting, or messaging.
• Visibility Reduction: Reduced algorithmic distribution.
• Temporary Suspension: Account access disabled for a defined period.
• Permanent Ban: Irrevocable account termination.

5. Immediate Enforcement Without Prior Warning

Certain violations may result in immediate suspension or permanent ban without prior warning, including but not limited to:

• Child sexual abuse material or grooming behavior
• Credible threats of real-world violence
• Terrorist propaganda or recruitment
• Severe fraud, impersonation, or scams
• Large-scale platform manipulation or bot networks

6. Strike and Escalation Model

For applicable violations, ReelCiety may apply a strike-based escalation system. Strikes may:

• Accumulate over time
• Expire after periods of good behavior
• Trigger increasing penalties upon recurrence

Strike thresholds and decay timelines are internal and may be adjusted to address emerging risks.

7. Duration of Suspensions

Temporary suspensions may range from:

• 24 hours
• 7 days
• 30 days
• 90 days

Duration depends on severity, recurrence, and user history.

8. Permanent Bans and Account Termination

Permanent bans result in:

• Loss of access to the account
• Removal from monetization programs
• Disabling of future account creation attempts
• Retention of data as required by law or safety needs

Ban evasion through new accounts is strictly prohibited.

9. Appeals and Review Rights

Eligible users may appeal enforcement actions through ReelCiety’s Appeals System. Appeals:

• Must be submitted by the account owner
• Are reviewed by trained human moderators
• May result in affirmation, modification, or reversal

Certain critical violations may not be eligible for appeal.

10. Transparency and Accountability

Aggregate enforcement data is published through ReelCiety’s Transparency Reports. Individual enforcement decisions may not be publicly disclosed due to privacy, safety, and legal constraints.

11. Discretion and Policy Evolution

ReelCiety and Nexa-Group reserve the right to:

• Update enforcement standards
• Adjust thresholds and penalties
• Respond to legal or regulatory changes
• Address novel or unforeseen abuse patterns
