ReelCiety Algorithmic Accountability Policy

This Algorithmic Accountability Policy explains how ReelCiety designs, deploys, audits, and governs automated and algorithmic systems that influence content visibility, recommendations, moderation, and user experience. This policy reflects Nexa-Group’s commitment to responsible technology, transparency, and regulatory compliance.

1. Purpose & Principles

ReelCiety relies on algorithmic systems to operate at global scale, including ranking content, detecting abuse, recommending media, and enforcing platform policies. These systems must operate responsibly, lawfully, and in a manner aligned with human rights, safety, and fairness.

Our algorithmic governance is guided by the following principles:

  • Accountability: Clear ownership and oversight of algorithmic systems.
  • Transparency: Meaningful explanations without exposing exploitable details.
  • Fairness: Mitigation of unjustified bias and discriminatory outcomes.
  • Safety: Protection of users, minors, and vulnerable groups.
  • Compliance: Alignment with GDPR, DSA, AI governance laws, and emerging standards.

2. Scope of Algorithmic Systems

This policy applies to all automated and semi-automated systems used by ReelCiety, including but not limited to:

  • Content recommendation and ranking algorithms
  • Explore and discovery feeds
  • Spam, bot, and fake account detection systems
  • Automated content moderation and risk scoring
  • Visibility limitation and reach reduction mechanisms
  • Advertising delivery and brand safety filters

3. Human Oversight & Governance

Algorithmic systems at ReelCiety are never fully autonomous. Human oversight is embedded at multiple levels of design, deployment, and review.

  • Cross-functional review involving Trust & Safety, Legal, Privacy, and Engineering
  • Human escalation paths for high-risk or ambiguous decisions
  • Manual review for sensitive categories such as child safety and threats of violence
  • Internal approval processes before major algorithmic changes

4. Fairness, Bias & Risk Mitigation

ReelCiety actively works to identify and mitigate unintended bias or disproportionate impacts arising from algorithmic systems. This includes:

  • Regular bias testing across demographic, linguistic, and regional dimensions
  • Monitoring for disparate impact on protected or vulnerable groups
  • Review of training data sources and labeling practices
  • Adjustments to reduce amplification of harmful stereotypes or exclusionary outcomes

No algorithm is perfect. Where risks are identified, mitigation plans are implemented and tracked.

5. Safety-Critical Algorithms

Certain systems are classified as safety-critical due to their impact on user well-being. These include systems related to:

  • Self-harm and suicide prevention
  • Child safety and grooming detection
  • Threats, extremism, and violence detection
  • Crisis and emergency content handling

Safety-critical systems are subject to enhanced review, stricter testing, and human validation.

6. Explainability & User Understanding

ReelCiety provides high-level explanations to help users understand why certain content is recommended, limited, or removed. However, we do not disclose specific model weights, thresholds, or detection signals, as doing so would undermine platform integrity.

Users may see indicators such as:

  • “Recommended based on your activity”
  • “Visibility limited due to policy concerns”
  • “Removed for violating Community Guidelines”

7. Appeals & Human Review

Users affected by algorithmic enforcement actions may request human review through the appeals process. Appeals are evaluated independently of the original automated decision.

Where errors are identified, systems are adjusted and feedback is incorporated into future improvements.

8. Data Protection & Privacy Safeguards

Algorithmic systems process data in accordance with privacy laws and internal data governance rules. Sensitive attributes such as race, religion, political beliefs, or health data are not used for personalization or ranking.

Data minimization, anonymization, and access controls are enforced throughout the lifecycle of algorithmic systems.

9. Regulatory Compliance

ReelCiety’s algorithmic governance aligns with applicable regulations, including:

  • EU General Data Protection Regulation (GDPR)
  • EU Digital Services Act (DSA)
  • Emerging AI governance and accountability frameworks
  • National consumer protection and transparency laws

10. Audits & Internal Reviews

Nexa-Group conducts periodic internal audits of algorithmic systems to assess compliance, effectiveness, and risk. Findings may lead to:

  • Policy updates
  • Model retraining or retirement
  • Additional safeguards or disclosures

11. Limitations & Trade-offs

Algorithmic systems operate in complex environments and require trade-offs between safety, expression, accuracy, and scale. ReelCiety does not guarantee perfect outcomes but commits to continuous improvement and responsible operation.

12. Continuous Improvement

Algorithmic accountability is an evolving discipline. ReelCiety monitors academic research, regulatory guidance, and industry best practices to improve governance over time.
