Hate Speech Policy

1. Purpose & Scope

ReelCiety is a visual-first social platform intended for creative expression, connection, and community. Hate speech undermines these goals and causes real-world harm. This policy prohibits hateful conduct, including content that attacks, degrades, or excludes individuals or groups based on protected characteristics.

This policy applies to all users, creators, advertisers, and partners globally and operates alongside the Community Guidelines, Terms of Service, and all Nexa-Group safety frameworks.

2. Definition of Hate Speech

Hate speech refers to content or behavior that targets a person or group based on protected characteristics with the intent or effect of promoting hatred, discrimination, or violence. Protected characteristics include, but are not limited to:

• Race, ethnicity, or nationality
• Religion or belief
• Gender, gender identity, or sexual orientation
• Disability or serious medical condition
• Immigration status or caste

3. Prohibited Hate-Based Conduct

The following behaviors are strictly prohibited:

• Dehumanizing language or imagery (e.g., comparing groups to animals or diseases).
• Calls for exclusion, segregation, or removal of rights.
• Hate symbols, slogans, or coded language used to promote discrimination.
• Celebration, justification, or denial of hate-based violence.
• Content praising or supporting extremist ideologies rooted in hate.

4. Violence & Incitement

Content that advocates, glorifies, or encourages violence against protected groups is considered a severe violation. This includes explicit threats as well as implicit calls for harm.

Severe violations may result in immediate and permanent account removal without prior warning.

5. Visual & Media-Based Hate Speech

Hate speech is not limited to text. Prohibited content includes:

• Images or videos depicting hateful symbols, gestures, or acts.
• Memes designed to demean or ridicule protected groups.
• AI-generated or manipulated media used to spread hateful narratives.
• Audio content containing slurs or calls for harm.

6. Context, Satire & Newsworthiness

ReelCiety considers context when evaluating content. Educational, documentary, or journalistic references to hate speech may be allowed if clearly contextualized and not endorsed.

Satire or parody that reinforces harmful stereotypes or causes disproportionate harm may still be restricted.

7. Harassment vs. Hate Speech

While harassment targets individuals, hate speech targets protected characteristics. Content may violate both policies simultaneously, resulting in escalated enforcement.

8. Reporting & Review Process

Users may report hate speech through ReelCiety’s reporting tools. Reports are reviewed using a combination of automated detection and trained human moderation.

Repeat reporters abusing the reporting system may face account restrictions.

9. Enforcement Actions

Depending on severity, context, and account history, enforcement actions may include:

• Content removal
• Account warnings or strikes
• Temporary suspensions
• Permanent account bans
• Loss of monetization or advertising privileges

10. Escalation & Legal Obligations

Content involving credible threats, organized hate groups, or extremist activity may be escalated to Nexa-Group’s Security and Legal teams and reported to authorities where required by law.

11. Appeals

Users may appeal enforcement decisions through the official appeals process. Appeals are reviewed manually. Frivolous or abusive appeals may result in appeal limitations.

12. Policy Updates

ReelCiety may update this policy to reflect evolving legal standards, emerging hate narratives, or platform changes. Continued use of the platform constitutes acceptance of updated policies.
