ReelCiety Threats, Violence & Extremism Policy
This policy establishes strict prohibitions and enforcement standards for threats, violent conduct, extremist ideology, and organized harm on ReelCiety. The objective is to protect users, the public, and platform integrity while complying with global safety and counter-terrorism obligations.
1. Policy Objective
ReelCiety does not permit content that promotes, glorifies, threatens, or facilitates violence or extremist activity. As a visual-first platform, ReelCiety recognizes the heightened risk posed by imagery and video in amplifying real-world harm and therefore applies strict controls and proactive enforcement.
2. Definitions
- Threats: Statements or signals expressing intent to cause harm to individuals, groups, or property.
- Violence: Physical force intended to injure, kill, or damage people or infrastructure.
- Extremism: Ideologies, organizations, or individuals advocating violence, hatred, or the overthrow of lawful systems.
- Terrorism: Acts or support intended to intimidate or coerce populations or governments.
3. Prohibited Content
The following content is strictly prohibited and may result in immediate account termination and legal escalation:
- Threats of real-world violence or harm.
- Celebration, praise, or justification of violent acts.
- Depictions of extreme violence intended to shock or intimidate.
- Promotion, recruitment, or propaganda for extremist organizations.
- Instructions or assistance for committing violent acts.
- Content encouraging armed conflict or vigilantism.
4. Visual Content & Symbolism
Images, videos, symbols, and gestures associated with violent or extremist movements are subject to heightened scrutiny. Context matters; however, use of such imagery for propaganda, intimidation, or glorification is prohibited regardless of artistic intent.
5. Threat Assessment & Escalation
ReelCiety employs automated detection and human review to identify credible threats. Where imminent harm is suspected, cases may be escalated to emergency response teams and appropriate authorities in accordance with applicable law.
6. Zero-Tolerance Areas
- Terrorist organization support.
- Violence against protected or vulnerable groups.
- Mass casualty threat scenarios.
- Use of the platform to coordinate attacks.
7. Enforcement Actions
Depending on severity, enforcement may include:
- Immediate content removal.
- Account suspension or permanent ban.
- Loss of monetization or visibility.
- Preservation of evidence for lawful requests.
- Referral to law enforcement where required.
8. Contextual & Newsworthy Content
Content documenting violence for educational, journalistic, or public-interest purposes may be permitted with restrictions, warnings, and reduced distribution. Graphic content may still be removed even in news contexts.
9. Reporting & User Responsibility
Users are encouraged to report violent or extremist content immediately. Reports involving credible threats receive priority handling.
10. Appeals Process
Users may appeal enforcement actions. Appeals are reviewed by trained specialists with consideration of safety risks and legal obligations.
11. Transparency & Cooperation
ReelCiety cooperates with international safety initiatives, counter-extremism programs, and lawful authorities. Aggregated enforcement data may be disclosed in transparency reports.
12. Policy Updates
This policy may be revised to address emerging threats, legal changes, or operational needs. Continued use of ReelCiety constitutes acceptance of updates.
