This Transparency Report provides public insight into ReelCiety’s content moderation, enforcement, safety operations, government cooperation, and integrity practices. It reflects our commitment to openness, accountability, and responsible platform governance under Nexa-Group.

1. Purpose & Scope

Transparency is a foundational principle of ReelCiety. As a visual-first social platform operated by Nexa-Group, we recognize our responsibility to communicate clearly with users, regulators, civil society, creators, and the public about how decisions are made and how safety systems operate.

This report outlines high-level information about enforcement actions, content moderation trends, legal requests, appeals, and systemic safeguards. It does not disclose private user data, internal security vulnerabilities, or sensitive operational details that could be exploited.

2. Reporting Period & Methodology

Transparency reports are published on an annual basis unless otherwise required by law or extraordinary circumstances. Data is compiled from internal moderation systems, trust & safety dashboards, appeals tooling, and legal intake channels.

All figures are aggregated, anonymized, and reviewed by cross-functional teams including Trust & Safety, Legal, Privacy, and Compliance to ensure accuracy and regulatory alignment.

3. Content Moderation Overview

ReelCiety uses a hybrid moderation model combining automated detection systems and trained human reviewers. Moderation decisions are guided by our Community Guidelines and category-specific safety policies.

  • Automated detection for spam, nudity, violence, CSAM indicators, and coordinated abuse
  • Human review for nuanced, contextual, or high-risk cases
  • Escalation pathways for child safety, threats, and crisis-related content
  • Quality assurance sampling to reduce error and bias

4. Enforcement Actions

Enforcement actions may include content removal, visibility reduction, feature limitations, account suspensions, or permanent bans depending on severity and recurrence.

Enforcement decisions are designed to be proportionate, consistent, and protective of the broader community. Certain violations, including child exploitation or credible threats of violence, result in immediate escalation and account termination.

5. Appeals & Error Correction

ReelCiety provides users with the ability to appeal enforcement decisions. Appeals are reviewed by separate moderation personnel to reduce confirmation bias.

  • Appeals may result in upheld, modified, or reversed decisions
  • Repeated abuse of the appeals system may lead to restricted access
  • Some violations are not eligible for appeal due to legal or safety obligations

6. Child Safety & CSAM Reporting

ReelCiety maintains a zero-tolerance policy for child sexual abuse material and grooming behavior. All confirmed CSAM is reported to appropriate authorities, including NCMEC and relevant regional agencies, in accordance with applicable law.

Child safety metrics are not published in granular detail to avoid enabling adversarial behavior or exploitation of reporting thresholds.

7. Government & Law Enforcement Requests

ReelCiety receives lawful requests from government authorities for content restriction, preservation, or user data. Requests are reviewed by the Legal and Compliance teams under Nexa-Group.

  • Only valid, legally binding requests are processed
  • Overbroad or unlawful requests are challenged or rejected
  • User notification occurs where legally permitted
  • Emergency requests are handled through expedited review

8. Transparency Around Algorithms

ReelCiety discloses high-level information about how recommendation systems operate through separate Algorithmic Transparency and Accountability documents. This report does not expose proprietary models or ranking formulas.

9. Data Protection & Privacy

All reporting is conducted in compliance with GDPR, CCPA, and global privacy laws. Personal data is never disclosed in transparency publications.

10. Platform Integrity & Abuse Prevention

Integrity initiatives include spam prevention, bot detection, coordinated inauthentic behavior mitigation, and advertiser safety controls. Enforcement trends are reviewed internally to adapt policies and tooling over time.

11. Limitations of Transparency Reporting

While transparency is essential, certain information cannot be disclosed without risking user safety, platform security, or legal compliance. This includes internal thresholds, detection signals, and confidential investigative processes.
