ReelCiety Content Moderation Framework

This Content Moderation Framework defines how ReelCiety, operated by Nexa-Group, governs the review, classification, restriction, removal, and enforcement of user-generated content at scale. The framework establishes legally defensible, transparent, and safety-first moderation processes designed to protect users, the platform, advertisers, partners, and Nexa-Group as the parent organization.

1. Purpose and Scope

ReelCiety is a visual-first social platform that enables users to create, upload, share, and engage with media-rich content at global scale. Given the volume, velocity, and diversity of user-generated content, a structured and enforceable moderation framework is essential to:

  • Protect users from harm, abuse, exploitation, and illegal activity
  • Comply with applicable laws, regulations, and platform obligations
  • Maintain trust, safety, and integrity across the ReelCiety ecosystem
  • Mitigate legal, reputational, and operational risk to Nexa-Group
  • Provide consistent enforcement across regions and content formats

This framework applies to all content, accounts, interactions, metadata, profiles, comments, messages (where applicable), and behavioral activity occurring on or through ReelCiety.

2. Core Moderation Principles

ReelCiety’s moderation decisions are guided by the following foundational principles, which are embedded across policy design, tooling, and human review operations:

  • Safety First: User safety and harm prevention take priority over reach, growth, or engagement.
  • Proportionality: Enforcement actions are calibrated to severity, context, and recurrence.
  • Consistency: Similar violations are treated consistently across users and regions.
  • Contextual Evaluation: Content is reviewed in context, including intent, audience, and potential impact.
  • Human Oversight: Automated systems assist moderation but do not replace human judgment in sensitive cases.
  • Legal Defensibility: Decisions are documented and auditable to support regulatory and legal review.

3. Multi-Layer Moderation Architecture

ReelCiety employs a layered moderation model that combines automated detection, community reporting, and human review to identify and address policy-violating content efficiently and accurately.

3.1 Automated Detection Systems

Automated systems operate at scale to identify high-risk content and behavior, including but not limited to:

  • Hash-matching for known illegal or previously removed material
  • Machine-learning classifiers for violence, nudity, hate, and exploitation
  • Spam and manipulation pattern detection
  • Behavioral anomaly detection at account and network level

Automated signals may trigger content review, visibility limitation, temporary restrictions, or escalation to human moderators.

3.2 User Reporting and Community Signals

ReelCiety provides reporting tools that allow users to flag content or accounts they believe violate platform rules. Reports are triaged using:

  • Severity and harm potential
  • Reporter credibility and context
  • Volume and velocity of reports
  • Cross-signal correlation with automated detections

3.3 Human Review Operations

Trained human moderators review content that is ambiguous, high-risk, or escalated. Reviewers receive continuous training on:

  • Platform policies and enforcement standards
  • Regional legal requirements
  • Bias awareness and trauma-informed review practices
  • Emerging abuse patterns and threat vectors

4. Enforcement Actions

When a violation is identified, ReelCiety may apply one or more enforcement actions depending on severity, context, and prior behavior:

  • Content removal
  • Visibility limitation or reach reduction
  • Account warnings or strikes
  • Feature restrictions (posting, commenting, monetization)
  • Temporary suspension
  • Permanent account termination

5. Zero-Tolerance Violations

Certain categories of content and behavior are strictly prohibited and may result in immediate removal and permanent enforcement action, including:

  • Child sexual abuse material (CSAM)
  • Credible threats of violence or terrorism
  • Human trafficking or exploitation
  • Severe hate speech or extremist propaganda
  • Non-consensual sexual exploitation

6. Visibility Limitation as a Moderation Tool

In cases where content does not warrant removal but presents potential risk, ReelCiety may apply visibility limitations. These measures reduce algorithmic amplification while preserving user expression where appropriate.

7. Appeals and Due Process

Users subject to enforcement actions may submit appeals through designated channels. Appeals are reviewed by human moderators independent from the original decision where feasible.

8. Documentation, Auditing, and Accountability

Moderation actions are logged and retained to support:

  • Transparency reporting
  • Regulatory inquiries
  • Internal audits and risk assessments
  • Legal defense and compliance obligations

9. Jurisdictional and Legal Compliance

ReelCiety complies with applicable national and regional laws while maintaining global platform standards. Where conflicts arise, Nexa-Group evaluates legal obligations, user safety, and human rights considerations.

10. Continuous Improvement

This framework is reviewed and updated regularly to address emerging risks, regulatory changes, and evolving platform dynamics.
