  • Government-controlled media: Government funding/ownership with clearer public-service mandate and legal safeguards.

3. Criteria for Label Application

  • Direct government ownership or charter.
  • Funding derived primarily from public budgets or mandatory license fees.
  • Appointment of boards or directors predominantly by state officials.
  • Legal framework describing public-service obligations and editorial protections.

4. Label Presentation

Labels may appear:

  • On the main profile of the media outlet.
  • Next to posts and shared media from the labeled account.
  • In info panels explaining funding and governance.

5. Effects on Distribution & Advertising

Vibble may apply additional rules to labeled media accounts, particularly around elections and civic events:

  • Transparency around promoted posts and political advertising.
  • Restrictions on targeted political ads in some jurisdictions.
  • Algorithmic downranking in sensitive civic contexts where required by policy.

6. Changes Over Time & Reclassification

If ownership, funding, or legal protections change, Vibble may:

  • Upgrade or downgrade labels (e.g., from state-affiliated to government-controlled or vice versa).
  • Remove labels if editorial independence is credibly demonstrated.
  • Reassess status periodically and after credible third-party reports.

7. Appeals & Dispute Resolution
