This Graphic Violence Policy defines how ReelCiety regulates, restricts, and enforces rules related to violent imagery and video content. The policy is designed to protect users from extreme harm, comply with global safety laws, preserve advertiser trust, and limit legal exposure for Nexa-Group.

1. Purpose & Safety Rationale

Visual depictions of violence can cause severe psychological harm, normalize abuse, and expose platforms to legal and regulatory risk. ReelCiety enforces strict limitations on violent content to maintain a safe, respectful, and commercially viable environment.

2. Definition of Graphic Violence

Graphic violence includes imagery or video that explicitly depicts:

  • Visible bloodshed with exposed organs or tissue
  • Severe bodily injury or dismemberment
  • Execution-style killings or real-world deaths
  • Torture or extreme physical abuse
  • Close-up depictions of fatal accidents
  • Violent acts intended to shock or traumatize

3. Zero-Tolerance Content

The following content is strictly prohibited and will be removed immediately:

  • Real-world murder footage
  • Execution videos or death recordings
  • Graphic war casualties
  • Graphic suicide or self-harm imagery
  • Extreme animal cruelty
  • Any violent content involving minors

4. Non-Graphic Violence

Non-graphic violence may be permitted in limited circumstances, including:

  • News reporting with editorial context
  • Documentary or educational material
  • Historical footage
  • Public safety awareness

Even when permitted, such content is subject to distribution limits, warnings, and monetization restrictions.

5. Fictional & Entertainment Violence

Fictional violence (movies, games, staged scenes) may be allowed if:

  • Clearly fictional or dramatized

6. Algorithmic Distribution Controls

7. Monetization & Advertising Restrictions

Graphic violence is never eligible for monetization. Non-graphic violent content may still be demonetized to protect advertisers and brand partners.

8. Violent Threats & Incitement

Content that promotes, glorifies, or encourages violence is prohibited regardless of whether graphic imagery is present.

9. Crisis & Breaking Events

During crises (terrorist attacks, mass shootings, disasters), ReelCiety may:

  • Temporarily restrict uploads
  • Limit resharing of violent footage
  • Coordinate with authorities
  • Promote verified public safety information

10. User Reporting

Users can report violent content using in-app tools. Reports are prioritized for rapid review due to the high-risk nature of violent material.

11. Enforcement Measures

Violations may result in:

  • Immediate content removal
  • Account strikes
  • Temporary suspension
  • Permanent account termination
  • Law enforcement escalation where required

12. Appeals

Users may appeal enforcement actions. Appeals involving violent content are reviewed by senior safety moderators.

13. Legal & Regulatory Compliance

This policy supports compliance with international online safety laws, broadcasting standards, child protection statutes, and advertiser brand-safety frameworks.
