Platform Risk Assessment Framework

This framework outlines how Vexor identifies, measures, and mitigates risks across safety, misinformation, algorithmic impact, and societal harm. It forms part of Vexor’s enterprise-grade Trust & Safety governance systems and supports compliance with global regulatory standards, including the EU Digital Services Act (DSA), UK Online Safety Act, and emerging international platform risk regulations.

1. Purpose

The Platform Risk Assessment Framework ensures that Vexor continuously evaluates risks associated with user-generated content, emerging behavioral patterns, platform features, algorithmic systems, and global societal issues. The purpose of this framework is to:

  • Identify and classify high-impact risks to user safety, community well-being, and platform operations
  • Mitigate exposure to illegal content, exploitation, misinformation, and systemic abuse
  • Monitor and reduce algorithmic harms, unintended amplification, or discriminatory outcomes
  • Support compliance with legal and regulatory obligations for large-scale platforms
  • Enable transparent, data-driven reporting for regulators, partners, and the public

2. Core Risk Categories

Vexor evaluates multiple risk domains to ensure a comprehensive understanding of potential harms:

  • Child Safety & Grooming Risks: Sexual exploitation, luring, harmful challenges, and harmful adult–minor interactions.
  • Violence, Radicalization & Dangerous Acts: Violent content, extremist material, dangerous stunts, and harmful trends.
  • Misinformation & Political Manipulation: Elections, public-health misinformation, crisis manipulation, synthetic media misuse, and coordinated influence operations.
  • Data Protection & Security Risks: Unauthorized access, data breaches, device fingerprinting, and vulnerabilities affecting personal information.
  • Algorithmic Harms: Biased ranking, unintended amplification of harmful content, echo chambers, or disproportionate impact on vulnerable groups.
  • Fraud, Scams & Financial Abuse: Monetization fraud, malicious fundraising, impersonation, and deceptive commercial practices.

  • Annual Independent Audits: External audits by qualified third parties examining algorithmic transparency, systemic risks, and compliance with global regulations.
  • Automated Stress-Testing: Machine simulations that probe the platform for vulnerabilities related to recommendation systems, spam resilience, and behavioral anomalies.
  • Pre-Launch Feature Risk Assessments: Every new major feature undergoes safety, privacy, and algorithmic impact evaluation before rollout.
  • Event-Based Crisis Assessments: Triggered during elections, conflicts, disasters, or abnormal threat spikes.

4. Mitigation Measures

Once risks are identified, Vexor implements a structured mitigation process to minimize potential harm. Mitigation methods include:
